I've taken a second look at the problem and it turns out that my Per layer fan settings where as follows: 1, 0 1, 100 Until version 2.2.0 included, these settings resulted in the cooling fan starting at layer 2, but not with 2.2.1 I have changed my settings to: 1, 0 2,...

2.2.1 fan control
2.2.1 doesn't seem to generate M106 commands correctly. With the same .stl file and the same .fff file, 2.2.0 generates a gcode file that will turn on fan starting with layer 2 as expected, whereas 2.2.1 generates a gcode file that only briefly turns fans on before printing the last layer.
