I think it is more a firmware issue since all G-Code commands are processed sequentially. This is why I switched to Linear-Advanced, so the E-Axis is handled independ and coasting is not needed anymore.

The Update-Frequency is slowing down every version. So I expect S3D 5.0 @ 2020

This looks for me more like a cooling problem. Did you turn your fan on? I mean 66mm/s isn't that fast, but since you are printing only perimeters (or Vase Mode) each layer takes not that long, and therefor the filament from the layer below isn't cooled down enough.
I have 3 Models and each has its own process. Each process has a skirt activated but when I do sequential printing all skirts/brims are printing at first and not when the process of the part starts. Any Idea how to get it working properly? Interestingly, when I disable the skirt of the first process...
