Blender says manifold, S3d says not

Blender says this file is manifold, but S3D says it isn't. Can someone verify which is correct and advise a course of action?

Glass plate z offset

I've seen dozens of posts referencing G-code changes to compensate for the addition of a glass build plate.
Why don't the authors reference the G-code tab in the Process Settings? Won't either changing the Global offset or the toolhead offset do the job?

Manifold STL file not rendering correctly

RtSHBracer.stl The attached file renders properly in Blender and FreeCad, and is manifold. Simplify3D agrees that the file is manifold, but does not render both shells, i.e. S3D shows only a shell, and generating supports doesn't work. One more thing: I don't have two objects to import, just one. When the first import gave bad results, I used the other program to export an stl file, which also gave a bad result. Prior to this, I haven't had any problems importing stl files modified by FreeCad or Blender.

The Model Settings>Object Dimensions are as they should be. However, the image doesn't match those dimensions When the import screen opens, the object fills most of the screen. Using "Scaling" changes the size of the displayed image, but the object dimensions display remains the same.

Neither of the stl files fit when loaded. They both turned the window yellow. By dropping the scale down below 0.1, the object would fit on the build table. However, since the displayed dimensions never changed, I have no idea what scale would result in the correct printed dimensions.
