My assumption is this is a bug. It's all setup correct, and changing the infill to 99% instead of 100% allows it to work. I am fine with 99%.
It's the same using the opposite (left infill vs. right infill). It just doesn't want to do 100% infill with a separate extruder.

Left Extruder Infill
I set my RIGHT extruder for the print (does the shell, raft). And my LEFT extruder for the supports and infill. It is working for the supports, but the infill is still using the right extruder.
