Slow down for convex overhangs

Overhangs with convex curvature are are a major source of print defects and failures due to the upward curling that invariably happens. Printing just these areas of the object a reduced speed would improve things considerably. Only the outer two perimeters really need to be slowed down. I'd suggest ...

@JoeJ - The problem is that I want a 6MM tall raft, or about 30 layers. As far as I can tell, if I set the number of layers to 30 and an infill of 85%, I get 3 layers at 20% and 30 layers at 85%. I want it the other way around - 30 layers at 20% and 3 layers at 85%

I'd like to make a raft about 6mm tall to reduce warping on my unheated bed. I want the top 2 or 3 layers to have a fairly dense infill (~85%) but I want all layers below that to have only 20% infill to increase the printing speed.
