Not sure if this is connected with the reported issue here....but there have been reports of issues printing to Sillhouette Cameo 2D cutting devices since a recent update to Windows. Microsoft have acknowledged the issue and may be working on a quick fix to the fix! I've had problems wring to my Cam...

As you quite rightly say, the 15 second fan override is being implemented for the first layer.....i.e. the software is "doing what is says on the tin" and overriding the fan speed if the time to print the layer.....any layer.....is less than 15 seconds. Oh I do have access to all my old factory, stl, and gcode files. Two out of three of these DO have your settings.... Load a factory file.....and your settings are there in the profiles! You'll just need to save them into processes GCode.....view with a text editor.....and the settings are in commen...

It can be done.....but is complicated and messy to set up.

An alternative way of tuning the first layer WITHOUT messing with the extrusion multiplier is detailed in this thread:
