You've answered your own question. A solid 20x20x20 cube is not hollow. Edit the solid cube in a CAD package so it is hollow....and its hollow. And bridging will then apply on the downward facing surface INSIDE the hollow shape. Setting the printed infill to zero does not magically make the object ...

When I take a solid model and set infill to 0, the bridging settings are not applied to the top layers of the model. More Macro Buttons

Correction on this work around... After some trials, it appears the work around doesn't completely fix this. If you zoom in on the model to say add supports then the issue of panning is still there but much less than it is when the Automatic setting is checked.

That work-around fixes the unwanted panning of the model for me as well so it appears the "Automatic" setting is bugged
