washers.factory you are using "print islands ...", I think that is not needed and makes problems. Also here it is better to turn the big washers laying on their collar In Additions check the box "Disable Raft Base .." Normally it is not needed also I think the raft is not needed...

I am currently printing ABS at 2000. First layer at 45%. My temp is 230 and 85. Layer height 125%, layer width is 100%. I started at 3600 and slowed down until the layers stopped tearing.
