Right after you import them both, double click on each one and choose "Reset Position". Then the 2 parts will be centered correctly and you can select them both and then group them together. Then they will move and rotate together, without moving relative to one another. This worked well!...

(Continuing my post because the forum wouldn't let me upload these screenshots on the first post) I can't find a way in Simplify3D to align them so their vertical axes are aligned. I'm about to go and try this, but wanted to note that the algebra yields a simple equation for diameters..
(to boost extrusion from 1.75 to 3.0)
and obviously invert for reducing 3.0 down to 1.75 ..
