What about if I have “retract during wipe movement” Which takes priority? Ex: wipe distance is 5mm and minimal travel before retraction: 6mm. Retract with wipe movement is ON. I've upped my retraction distance a bit without any change at all to the print.

Would you suggest I try messing with "extra restart distance" and, since it looks like it's over extruding, put in a slight negative number to prime the nozzle less?

Not that I have a solution, but I would argue your greenish material looks good in the middle. White looks bad everywhere. If you look at your white squares your layer adhesion looks pretty bad.
