I just encountered this too in the latest version (3.1.1), so it's still not fixed. The problem does indeed occur where a single line needs to be laid instead of a loop.

I've also seen this effect, which is a shame since concentric outer layers look nicer (IMHO). That said, I'd prefer Simplify3D to be fixed so that it fills in the holes as well.
