PVA crystallizes inside the nozzle if kept at full temperate. What you need to do is add a tool change script so that the temperature drops to around 180 deg C (thats the sweet spot for me but could be higher or lower depending on the PVA print temp) so this doesn't happen. I would try lowering the retraction speed. 100 mm/s seems pretty high. I usually use retraction settings of 40mm/s max. Your problem could be the rapid pulling and pushing of the filament in the hot end and clogging it up a bit, causing it to blob like that.
