Backing off the speed never seemed to reduce the problem for me. The only thing that helped was switching to a different filament brand. I almost exclusively use MakerGeeks PLA now. Never mind, figured out Simplify3D was treating it as a bridging process. Changing the bridging settings altered the tab's first layer behavior.

It's weird because the layer number in the process settings seems to want it both ways. That is, it treats layer 0 as the bed level (true first layer) but also subsequent layers are offset from the first process layer (potentially part way up the part).
