+1 I endorse the idea of the Ironing feature. I have read about the trick with additional process on top, but we need to polish top layers on different heights (areas), so using additional-process-trick would be quite consuming for setting up. Developing this idea I think about ironing the first lay...

Hm, it is interesting, I also noticed that S3D generate a lot of lines. I don't know for sure, my hypothesis that it related with STL detailing (resolution) - probably other slicers can simplify a model or interpolate or group lines for simplification.. (again - I don't know for sure) Just for check...

From photos you have attached I consider that it is not a top layer problem, it looks like Blobs.
In this case learn "Blobs and Zits" section, there are good recommendations to suppress such artefacts
