It sounds to me like you want to do a multiple process print with no top layers on the first process and top layers on the second process. Not sure how to get the infill shown on just the one side wall.. my guess is you may have to model it that way or truly cut it.

I know this is an odd question but have you tried a different roll (new roll) of filament? wondering if the roll has to much moisture which can cause issues such as this. silica packs in time can get saturated and then will no longer keep your roll dry, I know its a shot in the dark but worth a shot...
