Reduced Speed for Excessively High Flow rates not affect Skirt speed
I have set a maximum extruder flow rate for my V400. The flow rates for the Skirt stay well above the set limit. Once the print starts, the flow goes to the set limit in the Speeds tab.

It's hard to say what was wrong if you created this profile completely on your own. However, I know that we have the V400 in our office as well which we print on all the time. Only way I could get it to work was with Variable processes.
The minimum extrusion length applies when you select "Allow Single Extrusions" in the internal or external wall type.
