How can I control skirt speed, since first layer speed control [%] has no effect?

So how can I print 0,4mm extrusion width on the toplayer infill, the rest of the print I wanna have 0,6mm?

How can I change the top layer extrusion width?
Is this only possible via extra processes? IF I do have a part with 50 different top layer hights I have to do 50 processes or is there any workarround with skripts?
