You are sure the true diameter of the filament is really 1.75 mm? The best is measuring with a micrometer screw. Why using scripts and placeholders ??? Create your settings for each printer and store them as "Master-(printer-name)-factory in a own folder. when changing the printer you need only to open the related factory and all is fine. That is the question of the surface direction and not changeable. It is always going Outside to Inside. Even turning the print direction will not help (Tab Layer ...)

- adjust your construction or
- use the scaling of the model
