Could just be a simple formatting error - the xml is pretty unforgiving. If you can post the FFF file, I can take a look and see if I can spot the problem.

Check for a loose belt, binding in x or y axis, or overheated electronics. Do your stepper driver chips have heat sinks? Make sure they are in place, and make sure your electronics fan is running at speed. I had that exact problem, and found a stepper driver heat sink had fallen off the driver chip....

The start of your cooling fan, and the "blip fan to full power" option, can cause this type of delay. The "blip fan to full power" option starts the fan at full speed, PAUSES 500ms , then sets it to the desired speed.
