I'd look at a few things. It seems to be a material surge at the start of the outermost perimeter. I have seen this as well, but not that severe. On the Layer tab, set your perimeters to print from the inside-out and print more than one outline shell. I like to use at least 3. Then on the advanced t...

This hasn't cause me any trouble, except on one part where the overhang was very shallow and the brim layers bonded to the supported area - a little extra cleanup required.

I thought support did obey the first layer underspeed setting.

Do you have Extra Inflation Distance in the Support dialog. That can generate support in goofy places. Try that at ZERO.

I also make sure there is no cooling while printing the raft. That helps keep the top layers bonded to each other.

and you believe the first layer of top infill printed over air will hang there long enough to support subsequent layers? Perhaps a lower-density infill in the center would be easier to execute.

If you print a square, do you get the same dimension corner to corner?
If not, that would indicate that your X and Y axes are not perpendicular.
