Two things that I have done with S3D in this case:
Turn off vertical lift (extruder tab).
Do a wipe (extruder tab), and have the retract done during the wipe Advanced tab).
It can sometimes help to speed up the non-print move to reduce "drool time" in open air.

Here is what I would do:
1/29 / 1/32 = 1.10345
So it looks like you need to scale up a bit over 10%.

I do not think that I am missing anything with this formula.

Sorry,

S3D calls it Retraction Vertical Lift, and its on the first tab, Extruder.

Yeah, PETG is a completely different beast from PLA. Comments and hints. Ditch the raft, that is a waste of time and material. Get your bed level and you won't need it. It would be nice to have what CURA does - there is an icon next to the parameter that you changed. As long as you don't save your changes you can click on that "swirlie" icon and get the original value for that parameter back.
