I was going to post exactly the same advice....and would add suggesting to raise the temperature a few degrees to see if the slow flow is being caused by the plastic not flowing properly. If your extruder stepper was under powered, you would typically hear clicking as the motor stalled, and cogged back a step. Slow down the x/y speed, and if that fixes it, you will probably know. My guess is that your print nozzle is too far from the bed for the first layer to fill correctly. Try adjusting the Global-Z setting on the GCode tab.....in a negative direction by about 0.05 mm first...and then tune from there. And wind the extrusion multiplier back a bit. For PLA, a value of 1.00...
