You could use the bridging speed override combined with apply bridging to perimeters in order to have both bridges and overhanging perimeters print at a specified % of your outline speed.

These settings can be found in the "Other" and "Speeds" tabs.

The MakerBot Z18 uses the *.Makerbot file format. So any options for x3g files shouldn't be assumed to have the same effect or be applied to a non-x3g exported file format. Stringing is easily managed using the retraction settings in Simplify3D. What you're seeing is that Simplify3D doesn't detect a retraction is needed when crossing over what is "Infill". To force retractions in those areas, turn off "Only retract when crossing open spaces" setting in the advanced tab...

Those spheres are representations of where the extruder is retracting or priming. If you're getting blobs and zits in those ares some retraction tuning is in order.

My first thought would be that the nozzle is too close to the build plate.
