Thought I'd try printing infill before perimeters to eliminate ooze zits on long travel moves.
If I select that option on the LAYERS tab, S3D 5.1 doesn't generate any perimeters, only the single extrusion fill on this model. It does not have any standard infill.

I requested a refund on my V5 "upgrade". Functionally it's a step backwards from V4 and unusable for my work. With the reputation S3D has built for over-promising and under-delivering I'm not willing to let them take my money on their word that they will get it right soon. I hope they do. ...
A script change in the footer should not be necessary. S3D should conform to standards and not change things willy nilly that add no value and break functionality with 3D printers.
I sent a factory file to support already. Changing the overlap moves them to different parts of the print, but doesn't eliminate the short perimeter loops.
