For me it seems your model is split in two mirrored halves, so they are two separated solids. And these solids are bound into only one STL. Select your model and click to menu MESH > Separate Connected Surfaces. If it appears in the Models frame now a 2nd STL , I'm right. You can solve it by checkin...

I have no doubt about that S3D writes the M-command to the gcode and it will be execute when used by the terminal-command or used with a SD-card or USB. I have read that the S3D Terms of Service prohibit publicly posting Factory Files, and that specific queries of S3D on this issue were not definitively resolved. A FFF-Profil doesn't replace a FACTORY-File! A factory contains also the STL of the model and this is needed to find out the reason. Generally a positive restart distance doesn't avoid oozing, it produce oozing. Compensation may be possible by using Coast and wipe and a high rate of Multiplier. I think simplify calculate a wrong amount of material. As a result of this are the artifacts on the outer shell. some print parameters could be wrong. the bad print quality is mainly caused by your faulty settings.

Multiplier 1,10 ??? what the exact messure of the filaments diameter; 1.75 may be only the nominal value
