You have your perimeter set to 2 and you cant fit 2 more extrusions in that space. Set it to 1 then it should infill that. If you still dont then you need to increase you outline overlap setting. It basically comes down to a space issue.

Either what carl said or your coasting value is high and or a big neg restart value has been entered. Cant tell or help without you posting a factory file

i agree, as you can see if you have a 1.5mm space, the hole and outer perimeter wall account for 1mm of it. you can see that the second perimeter will add 2mm which wont fit. you need to either set your perimeters to 1 wall OR lower your extrusion width down narrow enough for 4 extrusions to fit you...

Yes not the gcode but your fff settings. People always seem to have more trouble with s3d when they come from another slicer rather than start their 3d printing career with s3d. Settings and values almost never transfer over.

you cant just copy paste setting from one slicer to another. with some settings that may work here and there but every slicer is totally different. there is math in figuring out everything so s3d's algorithm for figuring extrusion rates or whatever is not going to be the same as another piece of sof...
