With most of the materials I print, a lift and wait would not work out well as the nozzle would ooze while waiting, unless you added an ooze shield to the part. I'll also note that different PETG materials vary a lot. I've used eSun, Hatchbox, Ovation, 3DXTech, MG Chemical, and Sunlu. The Ovation and 3DXTech have very little stringing. If you want to use a different extrusion multiplier for solid infill than the perimeters, you can do that with scripting. I do it all the time. Who's PETG filament are you running? I generally run PETG hotter - makes for stronger parts, but not all PETG does well hotter. I've never experienced loose layers like you're seeing. Can you post a factory file?

I have better luck with 9999 bottom layers than 100% infill. You can fine tune the extrusion multiplier to pack out the path, and also use the scripting to change your extrusion multiplier for solid fill if it benefits from a different multiplier than the perimeters. I have found that to be the case...

The gap is too small for infill. If you want a solid part, I have better luck with 9999 bottom layers rather than using 100% infill.
