Movement speed adjusts with print speed?

I am getting pretty good prints but when the part has very small islands, then printing across those islands result in very slight stinging. I have tuned temperature and print speed but I still see it (almost negligible) unless I reduce the print speed drastically. Reducing print speed so much impacts the overall print time even though only a small height goes through printing small section. It got me into thinking about two things.

1) S3D adjusts print speed, but does it adjust movement speed? Otherwise, the acceleration needs to be higher to maintain the same movement speed when the print speed is drastically reduced in some places.
2) I think I can use multiple processes to get much lower speed if I need, but it would be good if there is a way to adjust print speed by layer height similar to how it's possible for temperature and cooling.

in the other tab there is the speed section where all the different speeds are labeled. xy axis movement speed is the non printing travel speed. by default i think this is 18000 or something. i turn mine down to 9000 to reduce and shaking.
