Understanding the speed algorithms in models

Hi,
I am using a Makerbot Dual, I have a simple l right angle bracket about 1/2" wide and extending about 1/4" x 1/8" thick on each side.
It slices fine but I notice in the preview that the surface on the base plate runs around 1700 mm/min and then when it goes to do the vertical leg it slows to about 1/3 the speed.
The print comes out OK but i can't figure out why it does this.

I see the same thing on a pyramid where it goes slower as it get to the top. There I could understand there is smaller distances as it goes to the top so in order not to shake the printer apart it slows down, but the bracket is still 1/2 wide only narrower.

1. Can this be changed?
2. What parameter controls this?
3. I find Simplify3D well worth the money but the explanation of each adjustment is a little lacking in detail. It would be nice to have a manual that explains each item on each tab with a picture for an example. It may exist but I haven't found it.

Any help, explanation, or comment will be welcome.

it may be cooling overrides in the cooling tab which will slow down the speed to help a layer fully cool before printing on top of it again

FYI - every setting in there already has several sentences to explain what it does. Just hover your mouse over it an a tooltip will appear. There's also many other resources to explain exactly what every setting is:

I knew about the hoovering comment but as a mechanical engineer, an example of what happens when the number goes higher or lower would help me more.

This is exactly what's happening !
