How to improve circular print on the upper layer

Hi


I've just started not long ago and i was making a boom cap for my design. I've manage to use 2 types of material PLA and PLA+.

It seems like the printout is almost similar and i've noticed that the lower portion of my design, about 6 mm from the base is quite smooth compared to the upper 14mm area.

The first 6mm is 100% filled and the out perimeter wall is smooth all the way till the 7mm layer. I can feel the layers line started only after the 7mm layer cause thats the section which is hollow. How can i improve the smoothness which it has on the lower 6mm layer?
Is there any differences between printing it with 100% infill vs hollow ?
