Deformation only on a specific area

Hello,

First of all I would like to apologize in case there is a solution to my problem but I was unable to find it withing the forum.
I have searched for my printing issue in simplify3d forum, tutorials and tips alongside google etc.

I am fairly new to 3d printing as I own my Wanhao i3 duplicator v2.1 for about a month now.

My problem is that although in general larger prints are coming out ok, when it comes to smaller more delicate items I have a deformation on the back left side of the items. It looks like the printing is over extruding at this specific area but not at the beginning or in the end of the print. It seems to happen about after the 10th layer up to about 40th layer.

Here are some photos that might describe better than words the issue, there are two photos of marvin, one completed with the error showing in the back left side and one stopped in the middle to see that the back has more plastic than it should. It also happened to the 3dbenchy printing as well.

If i let the printing to continue, after a point the nozzle prints at the correct height again and finishes a smooth top.
The printer has no modifications and my bed level is always checked prior to every printing with a metal gauge of 0.1mm
I am using PLA from 3dprima at 195 degree and my hotbed is at 60 degree

Is this an issue of software or from my printer? Any suggestions would be appreciated.

Thank you for your suggestion, I am troubleshooting towards these directions.

What I find really weird is why this is happening only on a specific area of a model. I have made about 10 printings so far with different settings, but the results are slightly better.
