Controlling layer behavior around holes

I've got a spacer plate and would like to change the print behavior around the holes. After publishing gcode with Simplify, the printer puts down filimate as shown in 1, but I'd like to get a more consistent surface finish by having it print as shown in 2. Is there a setting, or do I have to manually edit the gcode somehow?
