Rough surface and oozing

Hi,
I am a 3D-printing-newbie. I have tried to read as much as possible about my new hobby but the amount of information ist just overwhelming.
I have 2 problems that bother me the most right now, the surface of my prints and oozing.
1 - what do I have to do to get a smooth surface like I can see in other peoples' photos? I have tried additional top layers, more infill than 20%, more infill and additional top layers but you can see the results in my photos.
2 - is there some sort of procedure/calibration that would help me get rid of the oozing? Right now I print one or two items, change the settings and print again, change, change. It is such a waste of material and time.
