Under extrusion on first layer infill only

Hello
My problem is with the infill of the fist layer only, the perimeter is perfect but the infill has gaps between the lines instead of fused together like the perimeter lines. Second layer is fine. Have tried everything I can think of with no improvement. Is there a setting that I am missing that applies to the first layer infill only? Any tips other than what is on the support page would be appreciated.
