Weak Layer

I have a part that at about 1/3 of the print I am getting a weak layer on one side of the part. The other side of the part is fine with no sign of the layer issue.
At first I thought is might have been a snag or jamb in the filament but printing a second part it appears at the same location. On the second part I also rotated the part 90 degrees to see if it may be a mechanical issue but that did not make a difference.
I have had a similar issue when printing an STL file derived from an assembly where the slicer treated each part separately. This is not the case with this part. I am not getting this condition in any of the other parts I have printed using the same slicer settings.
