Surface roughness and bubbles

Hi All,

I printed this frame which came out pretty well except for some strange effects on the flat surfaces.

On the flat surfaces it is happening all around, on the surfaces angled up it only seems to be happening along one side, the other 3 sides don't have it.

The filament is Spectrum Silk Bronze, max print temp is 230C (quite high for PLA)

Any suggestion as to what's causing this.

Are you using OctoPrint, or any other intermediary hardware?
