Wall Thickness and Infill

Hey All,
I'm trying to get my new printer dialed in but I can't seem to find a set of settings that works for everything.
I have the steps/mm set correctly but I can't seem to get the wall thickness and extrusion multiplier worked out. I believe conventional knowledge is to leave the wall thickness at the nozzle diameter (0.35mm in my case). Then adjust the extrusion multiplier to hit this value. So here's what I've done.
-Printed a single perimeter cube with 2 bottoms to check the infill as well as perimeter
-Measured the wall thickness as 0.45ish (can't recall exactly, that was at 2am). Infill is nice and solid...nearly perfect
-Adjusted the extrusion multiplier to get down to 0.35 wall thickness (in my case that was 78%)
-Printed another single perimeter cube
-Measured wall thickness very close to 0.35mm. However now there are gaps in the infill.
I'm not really sure where to go from here. If I set the wall thickness to 0.45mm and leave the extrusion multiplier at 100% then the wall thickness increases to around 0.55mm.
Any suggestions on how to handle this? I've thought about increasing the infill width to somewhere around 120% but that seems like I'm just chasing the root cause.
Not sure if it maters but this is on a delta running an Azteeg X5 with a direct extruder.
