So there is overextrusion at the beginning of the outermost perimeter.
Check that "Outside-In" on the Layer tab is set. So after a layer change, the infill perimeter should print before the visible outline layer... any anomalies with the stop/start of extrusion after layer change should be hidden from view.
If that is set, then try a negative "Extra Restart Distance" on the Extruder tab. A positive value will prime the nozzle, a negative should "starve" the nozzle... hopefully evening out the beginning of the layer.
