After raft is printed, first object layer printing too fast!

When using a raft and after the raft prints and you start on layer 2 with the object, the first outline is not adhering to the underspeed settings! When the raft is finished, the first outline (which should have an underspeed of 30%) is printing at full speed (which is 60mm/sec in my case) that's way too fast. Is there a reason for this, or is it a bug that was overlooked? The first perimeter that starts to print on top of the raft (layer 2) should be obeying the underspeed setting for the first outline. Please let me know if this is normal. Thanks!

All of the first layer settings apply to the first layer that is printed on the bed. So if you have a raft, then those settings will only influence the very first layer of your raft. So yes, that is normal.

PS - you should really try to avoid using a raft. There's lots of better options like brims so that might be worth trying as well!
