How to remove a problem layer from a part?

I don't think this feature is available from within S3D but maybe someone could advise me of a good program to use in order to fix this problem .stl file.

Like many parts I've downloaded a lot of parts don't have a flat edge. In this particular .stl file there are a couple of partial layers on the "flat" side which screw up the part.

What's the best program to use in order to slice away these first two partial layers?

The part is attached. At first glance it appears perfectly flat, however if you add a raft you can quickly see the problem.

Hmm... I added a raft and it actually looks fine in the preview to me..

But regardless, you can do this really easily in S3D. If you lower the model so that the uneven portion is below the build platform (i.e. below Z=0), then it won't be printed. So just double click on the model and decrease the z-axis offset by a few millimeters. Then the uneven portion won't be printed.

Didn't know you could do that. RepG would run the nozzel into the table if you started below. I also remembered/was told that you can also start at a certain height.

If you look really close at the raft you'll see that it first prints a partial heart raft about 1/6th the size of the entire piece. The next raft layer is also missing a little. If you really look close at it with mesh maker you'll see that that the heart segment is slightly elevated compared with the rest of the surface. Needless to say by the time it prints the third layer the abs no longer touches/adheres to the table.

It almost seems as if someone intentionally messed up the part. Not sure why they would do so.
