If its at the beginning of the layer/line use a very small negative extra restart distance like -.1
If you go to far it will start creating a divot.

If its at the end of line then you could possibly use a small coast value, but I would try upping your speed or amount of retraction before you use coast.

Then it means you are priming too much plastic. So the solution is to use a negative extra restart distance until you don't see a blob there anymore.

For example, if you have a retraction of 1.0mm and then an extra restart distance of -0.1mm, then every time the extruder retracts, it will still pull back 1.0mm of filament into the nozzle. However, when it primes (restarts), it will only push (1.0 - 0.1) = 0.9mm of filament forward. So that will reduce any blobs that occur at the beginning of your perimeters from pushing too much plastic out after a retraction.
