First thing I would try would be to up your retraction speed. I have seen much higher work. Mine is like 3000. Try it just to see if you can get a noticeable difference then work downward instead of just slight upping it everytime.
However... I think that might not be the problem (I just mentioned it cause it's a quick change). It looks more like you are overextruding. There aren't just blobs but the layers themselves look melted. You should try doing some thin wall tests and measure with calipers to see actually what widths you are getting.
Also what temp are you extruding at? Too high can cause overextrusion, which would also mean probably lots of stringing. So I think I would play with dropping temps and drop your extrusion multiplier by quite a bit like .75 and see if there is noticeable difference. If there is, then something like the extruder steps and the zaxis need to be calibrated. Because your extrusion multiplier should be around 1.0. Great changes in extrusion multiplier mean something else is out of wack.
Edit: also I just looked at the settings again and coast is pretty high. I think this also points to overextrusion. With coast that high you really if anything should be getting the opposite of blobs and have divots.
