Why do I get small holes around circles on the top of parts?

So I’ve noticed that whenever I have a round hole on the top surface one of my prints that around the edges there is always small holes. I understand its because of the angle but I'm nt sure if theres a way to try reduce it or eliminate it.

I’m wondering if anyone can help with settings to try and eliminate them. I’m using PLA, 3 outer shells and slicing with Simplify3d.

Thanks
