I think that would be harder to get used to. The way it currently works makes more sense to me. I think adding a pan to the zoom-in functionality would be more complicated to use.

Since s3d is the ONLY design software I use (out of 8 design & engineering packages) that does not zoom to the mouse, I find S3d's zoom annoying as it is, and cannot even begin to agree with DR. Anything that deviates from the norm is annoying.
By zooming to the mouse, you eliminate a panning step. If you do not have the exact section exactly centered, s3d forces you to zoom, center, zoom, center, etc, depending on the level of zoom you need. With all of my other packages, you just put your mouse where you want to see it, and scroll the mouse wheel until you are happy.
