Dual Extrusion Ooze shield

I am having a weird behavior.

It looks like my Ooze Shield is behind the main print by a layer or two so when it prints the ooze shield the other nozzle is scraping the surface of the main print.

Any ideas?

I've had a similar problem in the past and it turned out to be that the nozzles were not level with each other (one was lower than the other). It could also be in part to a bed leveling problem. In my case it was both.
