Issue printing without Raft

Hi All,
I am printing with a Skirt/Brim. Skirt Layers = 1, Skirt offset = 4mm, Skirt Outlines = 3.
If I print with a Raft, everything works perfectly. Skirt is printed first, then raft, then object.
Nice solid skirt, raft etc, right from the very start.

The finished skirt and raft stick extremely well to the glass and or blue tape.

If I deselect the Raft (skirt option still selected), the printer makes all the required movements but at a lot slower speed.
However, the filament is NOT actually laid down on the bed. After a while, the filament ends up a blob around the head.
The head makes the movements of printing the skirt ie 3 outlines (Or 10, makes no diff). Nothing comes out of the extruder. Drive gear is extremely slow.
The head moves into the center, and starts to perform the movements for printing the object, again next to nothing comes out. The small amount that does, slowly builds up on the nozzle.
Why is the extruder going SOOOO much slower?

Go to the Layer tab. You can set the "first layer speed", which determines how fast the first layer on the bed is printed.

thanks for replying.
I have read the trouble shooting guide prior to posting and it says the lower speed is to help adhesion.
It brim prints perfectly when it is also printing the raft.
when not printing the raft, it doesn't print at all.

it's almost like it is printing at a different height.
