Extra restart distance has no effect?

I'm at a loss and have tried to correct my oozing problem for weeks now. My retraction is set to 0.2mm which gives me a great start/prime for my next layer but which also gives me tons of strings/hairs between parts. If I increase my retraction the hairs go away but then I don't get filament extruded for 3-5mm for the next layer. I've tried increasing extra restart distance from 0.2 all the way to 2.0mm and there seems to be absolutely no effect. Is there something in firmware I'm not aware of? Would sure appreciate some advice.

It does have an affect. Just look at the gcode that is produced. It's pretty easy to see that adjusting this settings tells the printer to extrude more plastic during the priming movement. So from the software side, it's doing exactly what it should.

On the printer side, there could be a lot of things going on. Even small adjustments to this setting typically have a visible affect on my prints (for example setting it to 0.2mm is usually quite visible), so perhaps you have other issues with the filament stripping or things like that.

Personally, I'm not surprised that 0.2mm of retraction isn't doing much to prevent strings. You usually need AT LEAST 0.5mm of retraction to do much of anything. It's more common to see values around 1-2mm for direct drive extruders. So I would say try 1mm of retraction and then work on figuring out why the prime after the retract isn't working.

You could also try varying the retraction speed. Perhaps you are retracting too fast.

If you want more help from others, you might want to provide more info about what printer you are using and maybe also post your factory file (File > Save Factory File) so that others can see exactly what settings you are currently using.
