We all have had first layer issues. But you learn something on each print, so keep experimenting!
That outer line is referred to as a "skirt". Skirt settings can be customized in the software. However, most of the time, you DO want a skirt. The skirt allows your extruder to get cleaned out and start extruding a very clean line of filament. It also allows you to make sure your layers are adhering nicely to your bed. A successful skirt leads to a successful first layer (or at least improves your chances!)
Locating the Skirt settings:
Open the FFF dialog box by double-clicking on your added process (bottom left panel of software).
Make sure to click on "Show Advanced" to get access to all the controls available.
Click on the Layers tab (refer to the attached image 1) and find "Skirt" settings at the bottom right.
The standard settings work just fine (2 layers, 4mm offset, etc.)
You will only see your skirt in the Preview mode. You can see my skirt in image 2.
Now, let's get to the root of your problem, which probably involves more than the skirt. I would bet your problem is about getting your first layer to stick well. It appears your skirt did NOT adhere fully, which caused a portion of the skirt to get intertwined in the actual part itself.
