Difficulty printing #3DBenchy

Hello, all.

Wondering if anyone has any suggestions what might be causing this particular print error. The 3DBenchy tugboat is kind of my white whale. I haven't been able to get a quality print of it, yet. I have printed other things like a low-poly Darth Vader and Pikachu (in Boots PLA and Hatchbox ABS, respectively), so I know I have my settings relatively dialed-in. I realize that the Benchy is kind of a torture test, but I'm trying to figure out what to tweak, here.

Mostly I can't figure out why the back of the wheelhouse is all goofed up. It's acting like it needs supports, but it should be printing that solidly. I'm guessing the other errors are either temperature or over-extrusion.

This is on a printrbot simple metal, 200 microns using Boots Super Premium PLA, printed at 220 on a heated bed at 70. Extra extract distance of .20.

Any suggestions?

Extra retract can cause issue on higher detail parts with lots of retractions, i.e. the top of the cabin. You can also see the divot in the smokestack which is caused when you don't have enough material there (due to your negative length on retract). Temp seems on the higher side as well, the misshape on the bow I find is caused by temp too high or inadaquate cooling.
You don't say much about your setup, bowden extruder, direct? Print speed? I'd look at how you handle retraction and if you actually need that negative extra restart distance. I'd look at cooling setup as well.
