Just out of interest, what version of firmware are you on now? And what version had the bug?

The problem appears to be with 1.9.1.470.
I installed 1.8.0.376 and the first layer speed setting started working without a raft.

I have exactly the same problems, but I'm using an Ultimaker 2.

And I'm having the same problems as well, and I'm using a Kossel XL with Smoothieware.
No such problem with Cura.
Edit: This definitely seems to be a another Simplify3D bug, it just completely ignores the setting. Using http://gcode.ws/ to view the gcode, the first layer print speed is not reduced at all.

I'm using 3.1.0 and First Layer without raft speed is still full speed.
I have to override the speed immediately when it first starts.
then after first layer is done I put it back up to 100% speed.
